Three of the top 10 states are in the West, Midwest, or Northeast, and one Southern state also made the list.

These are the top 10 states in the U.S.:

  1. Utah
  2. New Hampshire
  3. Nebraska
  4. Minnesota
  5. Idaho
  6. Iowa
  7. Vermont
  8. Washington
  9. Florida
  10. Massachusetts

A common factor among the top-ranked states was relatively high performance in categories that include various types of economic indicators. More than half of the top 10 states were among the top 20 in each of the categories of economy, opportunities, and fiscal stability.

Alexandre Fall, a senior associate for the state fiscal policy project at The Pew Charitable Trusts, notes that the southern and western regions of the United States “have hosted the fastest-growing populations and economies in recent years.” This is confirmed by the Best States data, where states like Idaho and Florida excel in gross domestic product growth and net migration rate, contributing to their high rankings in the growth subcategory and overall economy category.

Other key findings from the rankings include:

  • In a presidential election year, the top 10 states are equally divided between red and blue according to presidential preference in the 2020 election.
  • Southern states occupy seven of the bottom 10 spots in the healthcare category. Three of these states have not expanded Medicaid under the Affordable Care Act, while five have.

Excelling in the Best States ranking doesn’t mean a state has to be number 1 in every area, and vice versa. In fact, only three of the top 10 states were number 1 in a specific category: No. 2, New Hampshire, was No. 1 in crime and corrections, while No. 7, Vermont, was the leader in the opportunities category.

On the other hand, Utah ranked among the worst in the U.S. for the natural environment (No. 46), while Florida was 45th in opportunities and Massachusetts was 46th in opportunities and 39th in fiscal stability.
